Dominic Garcia is the chief investment officer of New Mexico Public Employees Retirement Association in Santa Fe, $16 billion public pension fund serving 90,000 employees. Dominic’s risk-based approach to investing has been recognized nationally and helped the system produce strong risk adjusted returns and exceed benchmarks. Prior to returning to his native New Mexico in 2017, Dominic spent nine years as a Senior Alpha Manager at the $100 billion State of Wisconsin Investment Board pension system, which is the only fully funded pension system in the country. Dominic also serves on the research and advisory boards for the University of North Carolina Kenan Institute for Private Capital, the University of Chicago Center for Municipal Finance, Managed Funds Association, and AIF Global. He has a bachelor’s in political science and economics from the University of New Mexico and a master’s of public policy in public finance from University of Chicago. Dominic and his wife live in Santa Fe with their three children.
